Fabian Winters is a lawyer and a specialist lawyer for procurement law. He primarily advises public contract awarders on preparing and issuing open invitations to tender to acquire construction, delivery and general services. He also represents the public sector in review procedures before procurement supervisory committees, procurement senates of the German Higher Regional Court and other review bodies. Additionally, he advises tenderers on tender preparation and enforcement of their rights.

Alongside his legal work, Fabian Winters regularly publishes specialist articles on topics related to procurement law.

Finally, he regularly gives talks about procurement law at seminars and in-house training sessions.
